It reads like a little child crying because he has to pick up his toys after playing with them. The ten reason may be valid in some manner, but there comes a time to suck it up and raise the bar. The people who fight against making their website accessible compliant are doing nothing but hurting themselves. If they don’t keep up with everyone else, their competition will beat them out.

Yea, I suppose it may sound like the author is making excuses. But, he does provide some ways of dealing with customers’ moans, such as presenting Accessibility as a usability issue and not a technical one.

Another problem is that a lot of companies do not look ahead, and will incur higher costs later in catching up with Accessibility issue, XHTML, etc.
